The hotel quarantine saga continues.  Five government departments have advised that they were involved in the establishment and running of the hotel quarantine program but they have all said that they were not responsible for it or in charge of the program.  All the ministers involved have also said that it was nothing to do with them. (Does anybody remember the Westminster protocol of ministerial responsibility? Nobody in Victoria has!).

Even Brett Sutton, Victoria's Chief Medical Officer, who to date has been the voice of reason and responsibility has washed his hands of the matter and said that it wasn't anything to do with him or his department.  The new police commissioner has said that it isn't a police matter and that they only "follow orders".

So, no government department was in charge, no minister was responsible. So what happens when there is nobody in charge - nobody is in charge and that is what has happened here.  

On to the next matter.  The public transport unions are now demanding that as it is impossible to maintain social distancing on the trams and trains and so it should be compulsory for all passengers to wear masks.  Please refer to the following photo;


This is a 5.30 pm city loop train departing the city and heading towards Caulfield and Dandenong, this is one of the busiest lines on the suburban train system.  I caught the train to and from the city 3 days this week all at what would usually be peak hour.  On each occasion my carriage had from 12 to 16 passengers and other carriages and other trains appeared to be likewise.  Remember in non troubled times it would often be difficult to get onto these carriages due to overcrowding.  And the unions claim that it is impossible to maintain social distancing!

How's this one, Bourke Street between William and Queen at around 1.00pm last Monday.  No people, no cars and plenty of parking spots.  The city is a bit spooky - even in the middle of the day.  Reminds me a bit of what the CBD used to be like on a Sunday afternoon in the 70's.

A new word has entered the lexicon - "superspreader", what ever that is.  Apparently all the ills of the northern and north western suburbs can now be blamed on a "superspreader".  Saves looking to blame anybody else, say like an inept government.

We have been told that 10,000 people in the hot spots have refused to be tested in the last few days.  How can we make people take a breathalyzer test for drink driving but we cannot make somebody be tested for a deadly virus.  Got me beat!
