I think that 28 days of double zero (no new infections and no deaths) technically means that Victoria will have reached eradication status.

South Australia is investigating how two returned overseas travellers appeared to have acquired the virus infection whilst in a quarantine hotel.  They are revising their quarantine protocols due to this possible transmission in the hotel.  

The SA premier has suggested that overseas travellers returning to Australia should be tested and be negative to the virus before getting on the plane back to Australia.  Is this not being done, if not why not? Is this not common sense?  

The state budget was bought down yesterday and I suppose that it is no surprise that we are facing many years of budget deficits in dealing with the consequences of the virus pandemic.   As usual with a socialist left government all the usual vocal social welfare groups have received the usual funding to save the whales or whatever.

One significant omission from the budget papers was the summary of the major projects.  We know that at least the West Gate tunnel project and the metro rail tunnel are both significantly over budget and behind time however we don't know how much and how long.  Budget paper number four which usually covers these matters is missing and apparently won't be provided.  The concern of course if that the multi billion dollar cost overruns on these projects and others will be hidden in the pandemic recovery figures.

Even the small projects in this state are subject to time and cost overruns.  Fines Victoria is but one example, they have spent some 60 million trying to install a new computer system scheduled to be up and running by 2016.  It is still not working and costing 10's of thousands of dollars to fix.  People are getting fines and losing points and not being advised, others have lost licences due to poor paperwork etc.

Births, Deaths and Marriages, Education Department and Police all have similar stories and these are just the ones I can recall at the moment.  And who could forget the Myki debacle.

We also don't have a fully digital tracing and tracking system for virus outbreaks, this should be available "sometime in December".  Likewise for a state-wide QR code reader system.  Better late than never I suppose.

As usual I have applied the "what's in it for me" test for the budget, and as usual the answer is "bugger all". 

No new infections, deaths or people in hospital due to the virus in the last 24 hours.  Only 4 new cases reported Australia wide and these were overseas travellers in quarantine in NSW.  Victoria received results for 16,000 tests in the last 24 hours, NSW also 16,000, SA 9,000 plus and Qld 5,000.  The test results numbers have picked up after some lower figures over the weekend.  They are now talking about dumping this upgrade and starting again. 

Victoria has 0 active cases, NSW 12, Qld 14 and SA 38.  Nationally there are 97 active cases and of these 56 are returned overseas travellers.

Worldwide there were 575,000 new infections reported taking the number of infections worldwide to a touch over 60,000,000.  There were 12,137 deaths reported worldwide in the last 24 hours which I think is the highest 24 figure for the entire pandemic.

All the more reason to guard our borders very closely.
