 The Victorian government has just announced that the current Department of Health and Human Services (DHHS) will be split into two.  There will be a Department of Families, Fairness and Housing (DFFH) and a Department of Health (DoH).  There has been constant criticism of the old DHHS, mainly that it was too large and its range of responsibility was to broad to be effective.  The medical people including the Chief Health Officer didn't have enough influence in the broad based DHHS, whereas, hopefully medical people will have more influence in a dedicated DoH.

One of the "F's" in DFFH stands for "Fairness".  How on earth can you have a ministry of Fairness?  Just when we think the government is trying to do something sensible with a practical basis we get a wiff of the old looney left sticking their bib in.  

The restructuring of the Hotel Quarantine system has been announced and on paper it sounds like the lessons of the previous fiasco have been taken on board with stronger management and lines of authority.  Lisa Neville is the minister in charge and she hasn't been particularly impressive in anything else that she has been in charge of but lets hope she has some good people working for her and she doesn't have to make any important decisions.

The police and ADF will have greater roles in this round of hotel quarantine although the government is still skating around how many ADF will be used and in what roles.  All staff, except cleaners, will be direct employees of the state government, so no sub contractors of sub contractors of contractors will be employed.

All employees in the quarantine system will be subject to regular and routine testing and all detainees will be subject to regular testing.  There will be no outdoor exercise for detainees and certainly no trips across the road to the shops to get an ice cream.

How much of this sounds like common sense and the question has to be asked as to why this level and management and control wasn't part of the first hotel quarantine program.

Still no decision has been made as to when and if the Australian Open will be held next year.

No new infections or deaths in Victoria in the last 24 hours.  Australia wide there were eight new infections, five in NSW and 3 in WA, all returning overseas travellers.  Victoria received the results of 6,900 tests in the last 24 hours, NSW 6,600, Qld 3,700 and SA 6,500.  These numbers are still down a bit.  In Victoria we are still only testing people who have symptoms so maybe there are less of them in the community.

Victoria currently has zero active cases, NSW 4, Qld 10, WA 21 and SA 11. Total active cases Australia wide is 55 with 37 of these are returned overseas travellers.

Back up over 500,000 new infections worldwide in the last 24 hours and 8,600 deaths.

  1. Still can't understand why the federal government is not either totally in control now, or at least far more involved. This is possibly the most egregious shirking of responsibility by any Australian government - ever. All so Scomo and co. can take pot shots at leaders (Well, to be fair, only Labor leaders) actually trying to do something.
    Imagine if we had one unified response to this pandemic - unified border controls and rules in place, paid for and managed by the federal government, the ADF and border force heavily involved. It's almost like the constitution states that, it is in fact, a federal responsibility...

    Section 51(ix) of the Constitution provides that the Commonwealth can pass laws for the peace, order and good government of the Commonwealth with respect to quarantine.

    If only the system wasn't rigged in favour of the party/person criticising instead of the party/person acting.

    1. Don't think you are a Constitution lawyer mate. I like the sentiment though. But like it or not Labor Premiers have stuffed up and not taken responsibility. Guess who would be the first to bleat about Federal control, eh? Yep the loony left!

    2. No, both sides have stuffed up, NSW early on with the ruby princess, Vic - complete stuff up, and SA is a lib govt. But really, this has been a huge task and in terms of how the rest of the world have gone, I don't think any of those govt's have done too badly. Now is the time for the federal govt to take over and centralise the process - get all the Australia's home and managed properly until we can roll out the vaccine. Instead of all the states doing it their way - seems more likely to fail and then we have borders closing left right and centre. Federal government so control the definitions of hot spots, write the rules and get everyone to play by them.

      It's easy to throw pot shots at those who've made mistakes - and I'm pretty sure the worst offender is the federal minister for aged care. At least the others have all made mistakes while actually doing something. But unlike the Labor premiers/minsters, he's been well protected by the media for some reason.

I could imagine the Victorian Socialist/Left government welcoming a Federal government takeover of their state responsibilities, remember they wouldn't accept the Federal govt offer of assistance with the ADF due to philosophical issues within the Labor party. I am not a constitutional lawyer (that may surprise some of you) but even I can recognise the difference between "can" and not "will" or "must" in the quoted S51(ix) of the Constitution.

      It is easy to throw pot shots at those who made mistakes but lets not forget whose mismanagement of the hotel quarantine in Victoria led to 800 deaths in the community, and it wasn't the Federal minister for aged care.
